Engineer is a professional body for design of engineering work , how comes the independent checking ? Is the former engineer not qualified , no . The reason is that his position may not be fairly independent . An in-house engineer always designs the work at most benefits to his employer results that he might ignore some rules that are marginal . If the engineer of the counter-party rejects his work , they both are the professional and qualified engineers , so who is right ? At this moment , another qualified engineer serves as the ICE will conduct a counter-check on the design and gives comments . In fact all the three guys are professional engineers , whether or not the design is feasible , they know it well , only the engineer who get extra pay takes the responsibility .
