When the typhoon signal No. 3 is hoisted , most of the marine vessels in Hong Kong waters have to sail or be towed to the nearest typhoon shelter for mooring before and during the bad weather . If surely the typhoon is approaching , the evacuation procedure should be carried out well in advance in consideration of the required haulage distance .
